Infinite Startup Loop

I've had my computer built for about 6 months and have not had any problems with it. about a month ago, i was loading a game, and i got a blue screen with a :( on it (top left). after that, my computer has an infinite start up loop.
These are some trouble shooting I've done. I unplugged my SSD (which has my Win 10 on) and tried to reinstall windows 10 on my HDD (which had a few pictures on it, nothing important). i got to the screen where it would let me choose 64-bit or 32-bit, and when i chose 64-bit, it will go through the loading files screen, and then a windows icon will appear for a few seconds and reboot will happen. Infinite loop happen when SSD is plugged. I have also checked in bios to see if any changes were made and i also set it to default settings. i moved my ram sticks one at a time through all the ram slots and it made no difference. so then through process of elimination, i thought the mobo was the issue. so i called up ASUS and i sent the board back to them, but they said it tested okay. sent it back, hooked all my stuff up again, and still have the issue. im running out of possibilities here, and ive tried other fixes in other threads, websites, and forums, with no avail. I called up asus again this afternoon, and they said i can send it back in, but i dont want to waste time and money to send it back and it test okay for them again. What could possibly be the issue and what is the fix?

i7-6700k CPU
asus z170-a ATX LGA1151 motherboard
G SKil Ripjaws V series 16gb (2x8gb) ram
1 tb hard drive (western digital)
250gb Smasung SSD
GeForce GTX 1070 gou
EVGA SuperNova NEX 650W 80+ Modular power supply
 
Solution
Remove the SSD or the HDD to boot the PC, if you can boot the PC, but it shows no boot device error, that means your PC is fine.

Next only connect either the SSD or HHD to boot the PC to see what happens.
