Stupid question - PCI Wifi Card Question

So, I know this is a stupid question but I'm looking to find a PCI card that will act as a WiFi tower, that is make a WiFi network that I can connect to with my phone. Does anyone know if there's anything like that out there?

Any WiFi card will work. The functionality you're looking for exists in the OS, or the router.

What is the PC connected to? A router?
More details of exactly what you're looking to do, please.

Ideally, it would be a card that I can connect a ethernet cable that provides internet access to that would create a WiFi network. The inbound connection would be coming off of a switch. The card could be powered by an extra Power Line run off the power supply for the computer or just power from the motherboard.

Coming off a switch, this is what an Access Point is for. Why does the PC need to be involved?

It does not need to be, I just was hoping to find something that could do this.
