Gtx 980TI underperforming way too much

Hello people i just bought a used MSI GTX 980TI from a good friend of mine to upgrade my older GTX780, anyways i installed the gpu but i noticed that the games performed way worse than i expected for example Rise of the tomb raider had the same fps on the same settings on both cards,(40-50) on medium settings, PUBG performed even worse, fps ranged from (30-40) on medium settings when i was using the gtx780 but with the gtx980ti it drops to 15-20 on very low settings!
I did a small research on google and i read that the resolution was way too small for such a powerful gpu (i was on 1650x1050 on a 20inch monitor), so i switched it to my 49 4K LG TV using an hdmi cable and i cranked up Rise Of The Tomb Raider settings almost to the maximum on 1440P and the frames never dropped bellow 58! I was amazed, same thing happened for PUBG never dropped bellow 45 on high settings. Everything was going great until today, i tried both games and the performed awfully bad like the first time no matter what resolution i was running the games.

Asus X-79 Deluxe
Intel I7 4930K 3.4Ghz
Kingston Hyper X DDR3-2400 16GB
MSI GTX980Ti 6GB
Samsung SSD 850EVO 250GB
Coolermaster Realpower M850

I really have no idea as im lost and don't know how to fix the problem.
I feel like the gpu is not working as its supposed. Please help me figure out the problem

I just did a clean install using DDU and downgraded to a previous version but nothing changed, i'm still not getting the full benefits of the card, i have no idea what's going on

which version driver GTX are you using?

do you try change the PCI EX on mainboard?

I was using the latest driver until i downgraded like you told me, anyways i ended up formating my pc and reinstalling the windows 10 and it's working like a charm now, i still have no idea what caused this bad performance, thanks for your time tho :)
