CPU temp readings after power outtage

long story short, my computer was fine the day before. cpu temperature idled at 30-40 before i went to sleep. (yes, these are average temps for me) there was a power outtage in my area while i was sleeping. i found out, because my computer was off(i leave it on all the time) when i went to use it.

well, i boot it up and some oddities..

- loads really fast after logging in(i have a lot of files my drives, so it usually takes a bit long, but not too long)

- the fans start to speed up a lot after most services and apps have loaded. temp goes from 30-80-87 celsius. and this is only idling. i am not running any high process apps. cpu usage between 0 and 10

- air coming out of vents is cool(almost cold, actually). not hot at all.

- internet videos, browsing, using media player are maxing cpu usage and making computer run slower

What i tried for remedy:

- attempted system restore (even though i'm pretty sure i didn't install or download anything major in last few days)

- cleaned and re-applied thermal paste, put my heatsink back on

- restarted computer (did not help)

- shut down computer, turned back on (temps started 30-40 degrees, stayed like that for 5 or 10 minutes, then went back up to the 80's and the fans started back up)

my temp readings are the same in CPUID and my Bios. but like i said, the air coming out is not hot at all.

what should i do ? i tried to read into this and found this can happen with outtages. money isn't a problem if i need to buy a new something.

At 8 minutes, it's when the fans start to kick up and temps read 60 Celsius and climb.

says the cores are being throttled. but the air coming out of my desktop is not hot at all.
