My graphics card fan is going crazy!

Recently my graphics card fan has been crazy whenever I try opening a game, when the game is about to load with all the developers and everything my fan gets a little louder then when I am in the actual game it starts going maximum speed and my fps goes from 80-100fps to 20-40fps
AMD Radeon 7700 Series!

it is caused because of the cooler have to cool down the graphics card components so the fan run faster, which will cause louder fan sound, the fps might goes unstable because of the cooler cant provide enough cooling and make the gpu clock unstable and probably even throttle
