a gtx 1050 would probably be the best choice given the relative weakness of that processor
dual cores just dont cut it anymore
you can jump up to a gtx 1050 ti if you also drop in the best athlon x4 his motherboard supports
time for a total system upgrade if you want any kind of decent gpu above this

If the games he plays aren't too cpu intensive and a 1050ti SSC fits in the case, i highly recommend it. If an SSC won't fit then tell him to get a Superclocked 1050ti, they're smaller and a bit cheaper too!

For rocket league, a 1050ti is above the recommended requirements, which means it should run smoothly
For Ark survival evolved the 1050ti hits just above minimum settings.
If he really wants to squeeze the frames for Ark Survival then he could get a 1060, but those are more expensive. Do you know what his price range is?

For Rocket League a 1050 is fine. For Ark I don't think any videocard will make him happy. That game is a dog for anyone to run, a dual core APU really isn't enough regardless of the videocard.
