Which CPU to buy?

I'm currently starting a new build as i have sold my old parts but i was wondering which cpu to buy. I was planning to just buy a Ryzen 3 1200 which is at $113. But maybe you guys can recommend a much better choice for me. My planned build is

CPU - ? (My budget is in $110 to $130)
MOBO - MSI B350M Bazooka (if AM4)
GPU - GALAX GTX 1060 6GB EXOC
RAM - GSkill Ripjaws V 16gb 3200mhz
PSU - EVGA 500W 80+ BRONZE

3.7 should be achievable, 3.8 only if you're either lucky or good at overclocking. But with a little effort and a good chip, it is possible to get 3.8 GHz on stock cooling.
Yeah, the Ryzen 3 1200 seems like a good choice for you. The problem with the i3 8100, as blankcr8 already said in his reply, is that you'll be buying an expensive Z370 motherboard that supports overclocking, and pairing it with a non-overclockable CPU, which will be a waste of money. So get the Ryzen processor I'd say, it's the more logical choice.

Also a chance that the current gen i5's will drop to ryzen 3 range, but some of the locked i5's are slower than an overclocked ryzen. Overall, unless you can get a deal on z270+7600k ryzen is probably your best option

Is overclocking the ryzen 1200 to 3.8ghz along with the stock cooler is totally easy and hassle free? To be honest it is my first time overclocking a cpu
