2 rigs 1 outlet no post or display

I have an issue that has been difficult to pin down as of yet. I mine on one rig with a single R9 390, 860K,
several HDD's including a few external. I have a small black Honeywell HT900CTC blowing on the GPU. This is all running from one plug, on a power bar.

Secondly I have an older AMD CPU, R9 270x and one HDD(typical older gaming rig) on a 450W PSU. This is running from another power bar from the same outlet.

The issue is that seemingly at random(only pattern is when the 270x puts the monitor to sleep) the older rig will then never show a display and no USB peripherals show power. IE; the mouse never lights up.

Restarts have no effect. The only recent change is putting the 270x into the older rig, when I got the 390.

So far I had success fixing the issue blindly by removing the 270x and swapping it with an old 8800GT card then swapping it back again.

I have recently tried removing the house fan from the equation but to no avail. The mining rig seems to have no issue during all of this.

My theory was that the miner plus the small house fan was taking enough power that the 270x just wasn't getting enough HOWEVER the USB devices are not functioning as I said, so now I am wondering about overall power to the older rig.

This is a very frustrating issue as I cannot see what is happening during post(if that's actually happening) and of course TeamViewer is not set to start on boot so I can't even check to see if it enters windows or not during this issue.

Already done. The GPU is toast unfortunately. I tried to flash it’s bios as well and that action locked up my machine. Sad day
