I'm building a new PC with 32gb ram (16x2), two 3tb sata 7.2 RPM, and one m.2 ssd 960 pro 1tb.

I am interested in getting a 7820x and a 1080 ti. I checked on the bottleneck calculator website to see the results and with my setup it shows that there will be a 11% bottleneck. It says though anything over 10% is considered a bottleneck. If i do have to change any part I am looking to change the cpu. Is this 11% something that I should be worried about and that will make a difference in the performance of the PC or is it going to be fine? I don't really know much about bottlenecks but should i change my cpu just because of this 11% or will I be fine with this setup.

The 7820 at stock clock speeds might have trouble matching a 7700K's frame rates, but, it is certainly no slouch , especially if OC'd to near 4.3 GHz or so....

If you've not already purchased the MB or CPU, most would recommend waiting to see how the 8700K does, especially if planing on 1080P/144 HZ monitor gaming...

If anything your gtx 1080ti might cause the bottle neck, that 7820x is a massive beast! I wouldn't worry about the bottleneck. The performance of the CPU will be phenomenal with a 1080ti. You do not see performance degradation when there is a bottleneck, it simply means that there is still some headroom on a particular component. Most people believe that you should pair components based on matching performance, which is a good idea budget wise when possible but totally not necessary. that set up will blow anything out of the water, rendering video, gaming or anything you really want to do with it.
