There is no set amount of time, nor does anyone have a crystal ball to know what demands games will make on hardware in a year, 2, 3.
In reality a single 1080ti can just do 4K ultra 60FPS right now with current games, so in 6 months a new wave of games a single 1080ti probably won't be enough to push them at 4K. lol.

There is no way to know. Depends on what game, in 3 years there will be games that doesn't exist, new version of windows that don't exist, possibly a new directX that doesn't exist. Buy what you can afford, enjoy it, don't obsess over it. There is no such thing as future proof. There is always some better around the corner, and games will always demand the maximum that can be used.
