i ve got a gtx 1060, i5 6500 with 8gb of rams, just did a full scan of my pc so no malware or virus, in any games no matter where i look, cpu rocks up to 100% constantly, while the temp is still around 45. changing the game's graphics setting does not help either, cpu always at 100%. i checked the task manager, the game is taking 90%+ of the cpu usage so it is not other programs.
