I7 7700k temps too hot?

My i7 is running at stock speeds with the be quiet dark rock (bk018) cooler at temps of around 38 idle and when gaming is around the 80's but could even hit 90's when playing under max load.

This seems like its really high since people don't even reach these temps with the same CPU when overclocked. Any suggestions on how to bring those temps down a bit?

If the cooler is mounted well, I expect to see a 10-15c. over ambient at idle.
You are probably ok there.

Any cooler needs a good source of fresh air to do it's job.
What is your case and what is the fan arrangement?
Two front 120mm intake fans should be sufficient.

I7-7700K comes stock at near overclock speeds so you can expect higher temperatures under load.
Temperature rises because of vcore.
CPU-Z should tell you what it is. If you are going over 1.4v, that is a problem.
Perhaps you are unknowingly overclocking.
In the bios, setting to "optimized settings" can result in overclocking.

Lastly, do not be too concerned.
The cpu will slow down or turn off to protect itself if it detects a dangerous temperature.
That is about 100c.

I'm using the phanteks p400s tge, mounting the cpu cooler was a bit of a problem. I have 1 front fan and a fan at the back as well
