Cloning A HDD

I'm currently booted onto my new pc with my new 1tb hdd running windows 10. I prefer windows 7 which my old hdd is running and there is alot of data on there so i wish to clone it. Is it possible to clone my windows 7 hdd and tranfer the data onto my windows 10 hdd while its in use? I tried to boot p using my windows 7 hdd but it keeps giving me a system repair loop so i have to clone while being logged on with my win 10 hdd. Is this possible... please respond someone... Sorry if that was confusing lol

Remove all drives except the one containing Win 7.
Does it boot up?

If it does, cloning may be an option.
If it just coughs up a system repair loop, cloning would just move that problem to a different drive.
