Gigabyte 3GB 1060 for a 144hz or 75hz 1080p monitor?

Would a my 3GB 1060 be able to to play games without Tearing on a 27" 144hz 1080p monitor or would 75hz be more appropriate (I currently have a crappy 60hz 1080p 21.5").
I have recently upgraded 3GB 1060 and an EVGA 430w psu.
Any feedback would be appreciated.

You are unlikely to consistently achieve precisely 75FPS. So, it is better to get a 144hz monitor and reduce how noticeable tearing is. There will always be tearing. It's just the screen refreshes more rapidly at 144hz than 75hz. Making it less noticeable. The only way you are going to avoid tearing is VSync, Freesync and GSync.
