The RGB lights on this (and other) motherboards stay on even when you turn off the PC to "make it look cooler".
It's not a fault, it's actually described as a feature.
To the best of my knowledge the only way to turn them off is either using the power switch on your PSU (if it has one), or to unplug the system from the power outlet (if it doesn't).
I know of no software solution to control this behaviour.
