Help with a black screen and not able to open a boot menu.

I gave my old dell PC to an older gentleman as a gift since I bought a new tower. The old one I gave him is a Dell vista 32 bit. Home Premium.
He told me it quit on him and he had only a black screen.
Come to find out he has never used a PC and was shutting it down with the power button. My bad as I should have asked.

I got it back with intentions of using the restore function and then to counsel him on computer basics. I cannot get a screen to work with. It is running, but I cannot open the boot menu (tapping F8 key).
I know the cable and monitor are good.

I am testing with my good monitor and monitor cable. I am making this post on my working system.
Any suggestions to get this thing to boot/display screen, so I can restore it? I am intermediate as far as skill level. I have performed this task on many occasions.

Note: I also found out he needs no internet. He is using it for games he has on CD's. I'm certain all the internet protection programs were present for him and I am certain he had no idea as to how to deal with them.

So if I can fix/restore it, I will make sure he only has the basic functions.

Thanks 190221. I don't think so. I think the video card is a part of the motherboard from what I can see. When I say working, I mean the fan is running when I start it. I also see the activity lights blinking. So it could be working or it could not be working. I am not certain.
This thing was working just fine when i gave it to him a few weeks ago.
I did see a welcome screen just for a second yesterday when I was playing with it. I am getting the CD's back today that came with the system. I hope I can maybe boot from the CD. We shall see.
