New build: Intel i7-7700k, Asus ROG Maximus IX Hero, 32 GB Gskill 3200 RAM....something's wrong

So, I recently decided to rebuild my PC (And started on Friday). Since Friday, about 5 minutes after booting up the computer, all of a sudden I'm getting spikes down to 3-5 FPS on the desktop (this is without running -any- games, just two browser windows and Discord. I've attached the DxDiag and Perfmon reports below. The system is being cooled by a Corsair h100i water cooler.

Perfmon is rating the entire system as "poor", what in the heck is going on with this? Conversely, DxDiag, from what I can tell, finds no issues at all with the system. Can anyone help with this?

What I've tried already:
Upgraded MOBO Bios to the latest available from Asus
Upgraded/refreshed all available device drivers
Re-seated the RAM and Intel chip
Reinstalled Windows

Is there just something I've missed?

I've fixed it. Turns out it -was- the mother board. I've replaced the Asus with a GigaByte z270-d3. Everything works fine now, it seems. Thanks for all of the trouble shooting though! I'll have to send the Asus back either for RMA and use it in another build or for a return.

No, it's an entirely clean install of Windows on a brand new SSD. The CPU isn't going to 100% when the issue starts, it's at most running at 30% of max.
 
Hmmm...stumped becouse looking at the DXdiag, things look they are working fine. The fact you can boot, get into Windows suggests things should be okay. When you say you have updated all drivers, this obviously means all the motherboard drivers etc..Also in bios, what mode is the SSD in AHCI etc? I am just shooting in the dark..so forgive also from another post some suggested:

Some guy on another forum suggested changing boot mode in bios to UEFI, reboot, and then change it back to EUFI + Legacy. I have no idea why, but it solved the problem so im happy..

After a fresh install of windows, do all windows updates first, then install GPU drivers and chipset drivers...

WIndows has a habit of copying over things with default MS drivers during updates....

Hmm, I'm not. I'll have to check.

I have noticed another new problem: The monitors flash 3 times before the ROG logo for the Bios comes up, and then again right after. Sometimes these repeat after the bios startup, and then it brings up the Bios settings, rather than posting. I'm not sure at all what's going on with that.
 
Again just checking the forums and someone else had this problem with the Bios ROG logo flashing 3 times...this was the response:

Two things you do not have AHCI mode on your harddrive but possible some raid mode enabled. The Marwell is a third party SATA6GB controller that apparently is enabled in BIOS (you can disable it if you dont have any drives on it). Those devices are set in BIOS to boot before an IDE drive (your SATA drive runs as IDE if AHCI not enabled) You can change the boot order in BIOS!

I've got the SSD with the boot partition set as the primary boot drive. I'll check on the AHCI or raid settings, though IIRC, I turned all of those off. Thanks for the link, however, that was an interesting read.

Edit: Raid is not configured, and AHCI is enabled.
