PC turn off before bios when reapplied Thermal Paste

Title is nutshall

i had New paste so i had to turn off pc and just reapplied Paste and connected everything and PC Wont boot

its just blinks like 2 sec and turnned off before bios

reminder
I bought Brandly new PSU from cooler master (MASTERWATT 700)
i dont think its problem pc was fine before reappling Paste

specs
I7 870 4.1ghz oc
ASROCK P55DE3
12GB DDR3
RX470 NITRO
700W Masterwatt 700 by Coolermaster

Re-seat everything (RAM, cards, power connectors, &c). Just in case you knocked something loose.

Clear the CMOS. Check your motherboard's manual if you don't know the correct procedure. Doing the procedure wrong can cause problems.

Try to just POST with minimal hardware installed. Power, CPU and one RAM module. Try the another module in another slot if that doesn't work. If it works. Turn off and add one component at a time until it won't POST.
