Task manager and msconfig only show one processor and 1 core

Solution
Someone may have Enabled (Ticked) "No. of Processors" in msconfig:

Boot > Advanced Options > No. of Processors ticked off at 1. Untick it, OK and reboot.

If this does not solve it, then perhaps the laptop manufacturer has purposely limited the no. of cores running owing to the heat problems that may arise when using all 4 cores/8 threads and eventually damage the entire system.
