Please help Black screen after bios screen

Hello
I have a problem with my pc i just bought a new pc with intel i3-7100 4gb ram h110m motherboard
When im trying to boot the pc after the bios slpash screen its stays black and nothing happens.
All the fans are working fine

Im sorry for my bad english :)

is the PC a pre-built, or did you put it together? if it's pre-built, is it brand new or used?

when the screen is black, is there a mouse cursor? or do you get a 'no signal' warning from the monitor?

or is it neither of those and it's just a black screen, nothing else?
