Very strange boot loop please help me!

Okay so I have a boot loop, but its a strange one. Sometimes the pc will boot up get to bios and reboot sometimes it'll boot up and show preparing windows automatic repair and reboot. now I have already checked my hard drive and power supply on another PC so it isn't those. I have tried booting without gnu and with and same thing happens. peripherals dont get any power but they are detected in bios. any idea on what it could be? also my pc is extremely dusty, I have been trying for a week now no luck.
( I have also cleared CMOS and removed lithium battery too )
I am using windows 10 too. thank you so much for any suggestions!
EDIT: Now when it starts up there is green lines appearing on my monitor help!

Sadly not however when I removed the graphics card from my setup and plugged my hdmi into my motherboard it did the same thing. Does this rule out the gnu possibility?

No, it won't make it past bios most of the time and it rarely makes it into preparing automatic repair then instantly reboots. I also can't boot into anything because keyboard has no power going into it.
Thank you for the help by the way I really appreciate it.
