Will black Friday reduce the cost of some PC components?

It will, but there is a catch. If you want to buy XYZ GPU and ONLY XYZ GPU from 123company, you'll be disappointed. Older stock tends to get discounted, as does random things. If you are only buying very specific things you'll be mad because not all of them will go on sale. Other things similar to them might go on sale so if you are willing to buy the XYZZ instead of the XYZ video card you might be happy after all.

We are still two months away from BF/CM so I'm not sure I'd wait. It's up to each person of course. I've got a drive that tanked on me so I'm thinking about buying a new spinning drive. I can limp along for another 8-10weeks, but someone else in my place might not be able to.
Generally no.
PC hardware falls into two categories:
Already selling well- If something is very popular and sells well (current gen i5/i7, Ryzen, RX/10xx series GPUs, storage, etc) will not see discounts, why discount something thats going to sell anyway?
Not selling well- If something isnt selling well (peripherals, etc) the prices are most likely lower already.

This isnt saying you wont find good deals, but there arent any sure fire, general discounts. Most new PC hardware (CPU, GPU, RAM, etc) will see zero discounts.
