New computer same parts except mobo and CPU causing performance loss

I recently just built a new gaming computer. I recycled some of the parts from my previous computer which got over 150 fps in games like war thunder, and heroes and generals. The new computer has basically everything the exact same except a brand new mobo and brand new i5-6500. I'm using the same exact graphics card as well as all the other parts, but now I'm barely getting 60fps on those same games and same settings. I've looked at MSI afterburner and it shows that even in games my gpu' memory clock stays at 150mhz and core clock at 500mhz, flat line. The gpu usage spikes up and down constantly during gaming. When I overclock the card, absolutely nothing changed. Performance stays at barely 60fps. It jumps from 45-60. I have absolutely no idea why the performance from one computer could change so much, because the parts are the same other than the mobo and CPU, which are basically in line with performance from the other computer. I've updated to latest drivers, uninstalled and reinstalled, I've tried basically everything I can. Any advice would help.

CPU - i5-6500

GPU- AMD R9 280x

MOBO - EVGA z170 Stinger

PSU - CX650M

8gb RAM 2400mhz



Again to recap. I was getting 150+ fps in war thunder with first computer, then switched motherboard and CPU for equally performing mobo and CPU in new computer, and performance is barely reaching 60fps in war thunder. Same gpu, and I've swapped out the gpu with even better cards and same results.

I think i may have just solved it. The psu just started making noises and I've read several places that the gpu usage jumping is caused by a bad or underpowered gpu. I suppose I'll exchange the psu I just bought for a different one and see if that's the problem. I also uninstalled afterburner and reinstalled it, started up a game without changing my clocks or messing with it, and I was jumping from 120 fps all the way down to 30 every few seconds, back up to 120 for 5-8seconds, then drop back down. Back and forth. So I know the computer has the performance, but something is limiting it. Can a more knowledgeable person tell me if it sounds like I'm narrowing it down?
