You can use either. Typically lower voltage RAM is better, for one it uses less energy and stays cooler, and two if you have a Z-series mobo you can increase the voltage and overclock the memory. *But if you just buy the faster memory to begin with it will already be at the higher voltage and higher speed.

I just don't want to fry my cpu, so your sure I should not listen to what intel advises and go ahead and use the ddr3 2400 MHz 1.65 ram?
I've not heard of anyone frying their CPU because they ran 1.65V DDR3 memory. It is a common voltage for DDR3 and runs perfectly fine especially with an i5-4690K on a Z97 motherboard.

ya I almost spent a lot of money to do a system upgrade, but decided to stick with what I have for another 2 years or so, this thing plays every game I throw at it, I'm using a gtx 1060 6gb video card, and I overclocked my i5 4690k to 4.4ghz 1.25 volts.
