I'm using a asus maximus vii hero motherboard, and a i5 4690k cpu. on the intel website it says max memory voltage is ddr3 1.5v can I use 1.65 volts safely? or will it fry my cpu? also is 2400 MHz ok?

Solution
Your RAM won't last long. Maximum 1.45V is recommended for DDR4 (with 1.20V being the norm), and then only if you expect it to last for a few years.
What frequency you can use will depend on the RAM and the timings you use.

MERGED QUESTION
Question from packersfan036 : "i5 4690k with?"

I just don't want to fry my cpu, so your sure I should not listen to what intel advises and go ahead and use the ddr3 2400 MHz 1.65 ram?

ya I almost spent a lot of money to do a system upgrade, but decided to stick with what I have for another 2 years or so, this thing plays every game I throw at it, I'm using a gtx 1060 6gb video card, and I overclocked my i5 4690k to 4.4ghz 1.25 volts.
