Asus strix Z270E gaming starts up very very slow after restart

No usb devices connected besides my mouse and keyboard. Not only that sometimes a black screen display i need to turn computer off and restart again then it works after that.

I am using:
-OS: Win 10 Pro 64-bit
-Video card : MSI GTX 1060 gaming x 6GB
- Intel i7- 7700K 4.2 GHz ,
-Corsair H100i v2 cpu cooler
- 16GB G.skill memory

All drivers are up to date including Bios 1009
All cables were checked and they are plugged in correctly.

Brand new computer.

Any ideas, please help

I could take a guess at a couple of things. Your hard drive might be faulty, your video card might have issues with display (the more likely option), and you might not be getting adequate power through the system. Does it black screen only during intense computing, or just at any time?

Thank you very much for your help.
My hard drive, Video card, power supply and intel cpu are all brand new. Black screen happened usually after i restart.
--------
The problem now i think it was fixed after i click on " Optimise all: from Bios. So far my computer seems to run as normal for that.
However, the computer runs very loud . I have used some computers before including MSI, Gigabyte, but i can not find any of them running more noise than this one. Is it related to "QFan Control" or temperature.....????? . If it is, how can I make it less noise.? If not, what else I need to do ?

Any ideas, please help
