if so, WHICH one?
and with WHAT motherboard?

thanks!

Solution
Disregarding 8th-gen Intel as you prefer, choosing between the 7th-gen Intel and Ryzen CPUs depends entirely on your needs/purpose of your PC.

Simplified:
If you are building a pure/solely/100% gaming PC ---> 7th-gen Intel (i7-7700K/i7-7700, or, to a point i5-7600K)
If you are building a pure/solely/100% workstation PC ---> Ryzen (Ryzen 7 1800X/1700X/1700)
If you want a gaming-workstation PC ---> Ryzen (Ryzen 7 1700 or Ryzen 5 1600)
If you are gaming at 1080p/144Hz or lower resolution ---> 7th-gen Intel
If you are gaming at 1440p or higher resolution, and want better price/performance ---> Ryzen
If you are on a tight budget ---> Ryzen (Ryzen 5 1600/1500X/1400, or, to a point Ryzen 3)

As to which...
With a 144 Hz monitor, I wouldn't go with a Ryzen processor. It's only Intel for you, at least for now. Dunno why you don't want to hear about 8th gen, cause it's your best bet, but if you don't want to go that route, the next best option would be a 7th gen unlocked i7, i.e., the i7 7700K. As for board, a Z270 mid-range board will suffice, chosen based on budget, brand preference, aesthetic preference, feature set etc.

But 8th gen would really be a good option, plus Z270 will be dying soon due to the Z370 boards coming soon. Make your decision wisely - a slowly but surely dying platform, or a new platform with better processors.

What is your budget?

A good combination is the Ryzen 1600 and the MSI B350 Tomahawk. It will provide good gaming performance at an good price.

The i7 7700k is the best gaming chip on the market (at lest for 2 more days). It will give you about 20% higher FPS in games than a 1600. But it cost a good bit more and you will need to purchase a cooler separately. I would pair it with a midrange Z170 motherboard. ASUS Strix Z170 is a decent board.

Generally the Ryzen 1600 is recommended due to decent gaming performance and excellence in productivity workloads. If you are focusing primarily on gaming and single threaded workloads then go with Kaby lake (i5 7600k or i7 7700k).

I have a fatal1ty b350 gaming k4 board from asrock, but its entirely up to you which board to go with. It really depends on reviews and the current pricing.

As to which motherboard to pair:
If you are getting an Intel CPU and do not want to overclock ---> H270 or B250 mobo
If you are getting an Intel CPU and prefer to overclock ---> Z270 mobo
If you are getting a Ryzen CPU and you wish to overclock and want SLI and numerous SATA ports ---> Most X370 mobos
If you are getting a Ryzen CPU and you wish to overclock but don't need SLI, and on a tight budget ---> B350 mobo
If you are getting a Ryzen CPU and you have no intention whatsoever to overclock ever ---> A320 mobo

Ill check out 8th gen. Im positive about getting an i7 7700k atm though.
if I do get that i7, what mATX board would be best under or at 100€?

There are no mATX Z170/Z270 boards at that price, at least not in France. What country are you in? What website do you use for checking prices?

Either will pair nicely with the 1070. If you plan to game @ 1080p on a 120/144 Hz monitor, an i7-7700k will have slightly faster framerates (if you have a 60 Hz monitor, it doesn't matter). At 1440p or if you video edit/multitask a lot, I'd recommend the Ryzen 5 1600.

does it need to be a Z170/Z270 Board? arent there many others? Im not looking to overclock

If you are on a budget, it would be foolish to not wait 2 days and see what the 8600k looks like. The 8600k has the potential to beat the 7700k in a lot of games ant it will be 30% cheaper than the 7700k. So if you are worried about a $100 board, then you owe it to yourself to see what the reviews look like on Thursday.

That's just my opinion. But you are going to be hard pressed to find anyone that knows what they are talking about to tell you to buy the 7700k today and not wait till Thursday. If anything, you might find some good sales on the 7700k in the coming weeks as vendors move their stock for the 8th gen.

For a 144 Hz monitor, you should be looking to overclock. You need as much single core performance as possible for playing at 144 Hz, so overclocking should really be on your to-do list. If you still don't want to, then just get an i7 7700 non-K, and pair it with a much cheaper B250 board, and call it a day. But frankly, you might as well go with a Ryzen processor then, at least you'll get better value from that, even if the FPS would be a little bit lower.

what? cant a stock i7 7700k give me 100fps in games? I dont need 144, 100 is fine
My PC case doesnt have the best air flow and my CPU cooler is a gammax 300. dunno how good that is

If you're fine with a 100 FPS, get a Ryzen processor. Get a Ryzen 5 1600 with a B350 board and call it a day. You'll easily hit 100 FPS if your GPU is capable, unless the game is crushing on the CPU and is heavily single-threaded. But almost all games today take at least 2 cores, and should easily hit 100 FPS with a Ryzen 5 1600. Don't bother with Intel unless you want every drop of FPS your PC can provide.

As for cooler, use the stock cooler with the Ryzen 5 1600, it's fine for running the chip at 3.7 GHz.

That depends on the game and the resolution. Your not gonna get 100fps in a lot of games at 1440p with max settings regardless of the CPU you get. There are a lot of poorly optimized games that you will have to dial back settings such as Ghost Recon Wildlands. Then there are other games that are just straight up demanding like The Witcher 3.

there are always the H270, B250, or Q250 chipsets. these are available in the 100 series chipsets too
