shall i buy a ryzen 5 1600 with rx 580 4gb or ryzen 5 1500x with rx 580 8gb? will 4gb ram be sufficient to play modern games at ultra settings 1440p or 1080p?

RX 580 is fine
real life performance pretty much on par with the 1060, u don't need to worry (unless u can find some GTX 1060 6GB that are cheaper than it)
i would go with the R5 1600 all the way, the extra cores/threads matters, especially on CPU demanding games / if u gonna try streaming

ultra setting 1080p won't be a problem, but the 1440p part might be the issue, as the GPU aren't meant for 1440p

for today's games, 4 GB VRAM is still sufficient, but for futureproofing and longetivity, the 8 GB VRAM will last much longer (although i doubt the GPU would need that much anyway XD)
Definitely go with the Ryzen 1600 over the 1500x. It is not even close.

As for the 580, 4gb will be fine for 1080p. But if you are wanting to play at 1440p, the VRAM may become an issue. However, the 580 is not a 1440p card and you will have to dial back settings to get good fps. So if you are playing at 1440p, you will need a 1070 which is a lot higher.

I would get a 1060 6gb. As it tends to beat the 580 in most games. But if you have a free sync monitor, then you should get the 580.
