I5 6402P never goes beyond 2.8ghz

I have an i5 6402p and it never goes beyond 2.8ghz, although its a locked processor, it can go up to 3.4 ghz. I've tried to get it there but didn't work, any sugestions?

It should "boost" on it's own as/when necessary.

Ensure "turbo boost" is enabled in the BIOS, and it may help to set the power plan to "max performance" (at least temporarily). It'll peg your CPU at 100% clock speed at all times, so may not be helpful to battery life, but should confirm the chip is capable of boosting properly.

The turbo boost is enabled and the cpu stays at constant 100% while gaming, but still, the core clock doesnt go higher than 2.8ghz. I thought it could be the thermal throttleing so i disabled it from the bios but still no results. I still think that overheating might be one of the problems and i am willing to buy a better cooler if that may fix the issue
