i7 4790k and GTX 1060 6GB low FPS on all games

hi my friends pc broke the other day and we found out it was his GPU we quickly did some searching to find a replacement card and i watched some videos comparing his old card to the one he bought gtx 970 against the GTX 1060 6gb and basically found that the 1060 came out on top on all the benchmarks so now he owns one, but every game he plays runs terribly and we dont know why.

his full specs are

GTX 1060 6gb
16 gb ddr3 ram
ASUS h81m-plus
intel i7 4790k

The graphics card is limited to operating at PCIe 2.0 due to the H81 chipset's limitation. That shouldn't be a problem because the PCIe bus is not that heavily used by the graphics card.

Some games configure themselves based on the graphics card detected during the games installation process and don't reconfigure themselves when the graphics card is changed. In those cases a reinstall of the game will usually fix the problem.

What is the CPU and GPU load during gaming?

did you completely uninstall the old drivers before installing the new card?

are you monitoring cpu temps?

make and model of the power supply?
