Ping spikes with good internet

So guys.. right now im just so pissed... i have a DECENT internet.. its not the best but its not the worst.. its 15 megabytes. The thing is, for some reason, i keep getting this ping spikes which makes games unplayable. Im literally playing normally with an average of 15-20 ping. and randomly, my ping jumps all the way to the 600's for like 30 seconds and it goes back to normal, and then it keeps repeating... i do not use wireless connection, i use an ethernet cable and i've tried replacing it with another cable in case it was damaged but it still remains..
I have tried a lot of commands on cmd, i've used a few programs like CCleaner, ive done malware scans and nothing. It has gotten to the point where i dont know what to do, because certainly it doesnt have to do with my internet speed, other whise i wouldnt get 20 ping in the first place.

P.S: Yes i called my internet domain but nothing also..
Also, there is a possibility that it has to do with my PC and not my internet since, when i had a laptop(alienware m14 which i sold), i didnt have any issues with my internet.

Hardware:
CPU: i5-4670k
GPU: Nvidia gtx 770
8 gb ram
Windows 10 pro, 240 ssd and 1tb hhd.

Just because you called your ISP and they denied anything was wrong doesn't mean they aren't at fault. I spent a couple of months with spikes like you are mentioning and download speeds of about 20% before my ISP finally admitted there was a bad piece of equipment in my area. Once they fixed that the spikes and download speeds returned to normal.
You can use a website like speedtest.net to check your network connection before contacting support if you see any bad values. The other thing is to see if you can connect another computer and see if it suffers the same problems.
