Computer is underwater?

I built a computer about 2 years ago, though something appears to have happened about 3 months or so ago, and I am not sure what the problem or the solution is. I think I may have been running to hot for too long, and that may have fried some circuits or the CPU itself. My fan is fine it was my fault in that I wasnt running it as long as I should have been. Now everything seems to lag too long. It dosent appear to be a problem with internet. It just feels off. Things that should take a fraction of a second are taking way too long. Email, pictures, video. My internet stalls when opening all the crappy ads. Its like my computer is underwater. What can I do to correct or check this locally ? Im fairly good with computers, and I am out of ideas...
 
Solution
If your malware scans are all clean (assuming you have used Malwarebytes and HitmanPro), you are probably OK in that area.

Check your hard drive space, and make sure it's not full. Running CCleaner free is part of my regular routine. If you are still running HDD, try a defrag.

Download "Process Explorer" from Microsoft Sysinternals and take a good look at what you have running.

computers over time pick up garbage and create it. start with ccleaner to remove old files. run malware bytes and hitman pro scan. then run a defrag on your hard drive. use msconfig make sure you dont have the kitchen sink running at start up taking up your system ram. if your system has 4g of ram look to add more. also make sure your anti virus and browser and adobe flash/java are updated.

Computer is dry as a bone !

I run a gpu temp and monitor it. Norm its between 20 and 30 C. Games run up to 55 C without sufficient fan, and around 35 C with fan.

Thats GPU....I dont know what the exact temp at the CPU is..

I will check these...I have 16 ram and do a weekly malware scan usually always clean.

I took java off my computer recently (seems antiquated now?) Will check my flash and probably drop the 25 bucks for ccleaner...
