Computer freezes permanently when I try to close a pop up

Hello guys,

I have bought a second hand motherboard and CPU for my computer, since my old mobo became faulty, for which I already made a thread here.

Now with my new mobo and CPU I have another problem:
When I open any of my browsers and play an movie online a pop up shows and when I try to close it my system hangs so bad that I can only restart it physically.
Also once it froze when I was running Bluestacks and playing NBA Live mobile on it.
Hard disk's light doesn't show up anymore, keyboard or mouse are not reacting at all.
I have an adblock killer with tampermonkey script on chrome but it doesn't help.

So I reinstalled Windows, but the problem stays the same.
I ran an HD program to determine if Hard disk is faulty, but the scan showed no errors.
I tried to test pop ups in Safe mode, PC again froze when I tried to play a video.

What could be the reason for this problem?

CPU: Core 2 Duo E8400 3.0ghz
HD: Western Digital 1TB Green
Graphics Card: AMD Radeon R7 250 Sapphire 1GB
RAM: 1x2GB Kingston + 1x2GB Transcend DDR2
PSU: Raidmax RX 400XT 400W
