i7-7700k stuttering in game

I see that other people have had this problem but I can't find a fix. In all games, I will be consistently at 60 fps but I still get stutter. I turn the graphics settings all the way down but it doesn't help. I tried turning power settings to performance, I tried turning minimum power to 100%, and I installed the latest drivers for my graphics card. Is there something I can do to fix this? Idle temps are 30-40C and while gaming 50-60C.
I have:
i7-7700k
Corsair Vengeance 32gb
ASUS ROG Maximus IX Hero
Evga GTX1080 FTW
Corsair H80i V2

Yes, the 'ole 'pop in new mb and cpu' and hope for the best is problematic. Google 'sysprep', or, try a quick format/ fresh install, which will make certain you are not plagued with residual/incorrect drivers dragging you down.
Let's first see if the processor and WIndows at least think it is running near 4.5 GHz when required...

Open task manager/performance, then start a Defender scan....; do you see it ramping up to 4.5 GHz or so during at least part of the scan?

When no browser open, no scans running, what's your idle cpu utilisation? (mine runs at 1% similarly configured; just checking there are no malware bitcoin miners hogging your resources... I'd try a precautionary Malwarebytes Antimalware scan just to have a quickie look)

It runs at 4.5 pretty much all the time and when idle it is at about 15-20% utilization.(this is after scanning with Malwarebytes)

I don't know if I understand the question. When I bought the new MB/CPU, I just put it in my old PC.
 
mdd1963's question I think is: did you do a fresh install of windows, sysprep it, or just take your existing hard drive and put it in the new system? Old drivers left behind may be a cause of your symptoms if you just put your system drive into a new system with new/different hardware.
