Correct.
The metal part that snaps over to the heatsink fits into the HOLES on the 12cm fan. It would not fit a 14cm fan.
Even if you had a 14cm fan with the exact same metal mounting thing there would be no point since it would just extend past the heatsink. In fact, you might get WORSE performance due to air not blowing properly.
I'm not sure why you are replacing the fan, but the Noctua NF-F12 is one of the best 12cm CPU fans you can buy.

That will improve cooling slightly but you can only do so much with that thin of a heatsink. If you need significantly better cooling you should replace the entire cooler. Which one depends on how TALL you support though Cryorig also makes several good coolers for reasonable prices (usually).
