Old AMD board won't sleep, upgrade suggestion.

Bus Clock: 200 megahertz
BIOS: American Megatrends Inc. 080014 09/26/2011
Windows 10 Home (x64) Version 1703
I've checked 'powercfg /availablesleepstates' and learned that my system firmware does NOT support S2, S3, S0, or hybrid sleep states. Updated firmware no help. Can't seem to change BIOS, but doubt it helps.
I can hit sleep and shut down the display but fan is always running.
Just put in a Coolmaster Hyper 212 EVO ...Much quieter than the older fan but...
Question... Anyone recommend a fair priced Motherboard to match my new fan? Case is large, no issue. Otherwise healthy system but the board is 6 years old and nagging with my issue.

This is where I'm not sure what will work. I have a 2.60 gigahertz AMD Phenom II X6 1035T 64-bit ready
I'm not knowledgeable enough to know if its the CPU, MoBo, or the way Win 10 talks to these to know why the true sleep modes won't work.
