Why is my GPU running at 265MHz on startup? - 1080 Ti

Strix 1080 Ti | i7-7700k | 32GB

Every time I turn on my PC, my GPU runs at a whopping 200MHz-300MHz. This obviously makes my framerate plummet to 1/10th of what it should be. The problem usually fixes itself after ~5 minutes of browsing the internet; so instead of starting a game right away, I surf the internet for a short while and I'll notice my GPU clocks go back to normal within 10 minutes. When my GPU is running at "normal" speeds, idle clocks are at ~1450MHz and load is ~1950MHz. No overclock besides the factory overclock on the Strix 1080 Ti OC.

I have tried many fixes, but please list everything you know of so I can re-do all potential fixes. Thanks in advance.

Nope :( I'll have to exit the game, wait 5 minutes or so, and it'll magically jump back up to normal.

i too have the same issue ... was this solved ?

I tried to do many things like using different OC software like precision, firestorm and afterburner; I turned on the maximum / high performance setting in Nvidia control panel and desktop Power settings.

Then, GPU-Z tell me the PerfCap reason as "Pwr", now not sure who is capping this at 24% TDP.
So as of now, still stuck at 265.5 MHz and 24.0%TDP.

please post the solution if any;
