Hello everyone I am having a problem with My CPU Constantly running at a high percentage. I noticed my clock speed on my CPU will not move from 800mhz no matter what I am doing on the computer. I have also checked for Viruses and Malware

MY CPU is sitting at a steady 30 degrees C
I figured my CPU was dying so I bought a new one and the same issue started right away.
The Computer is detecting a Intel Core I7-7700K

I have BIOS version 7976v1I The date is 2017-05-08 I even flashed it again to make sure last night and everything is set to default. My power was on balanced I changed it to High performance. I am still having the same issue after changing it to High performance.
