Advice on essential parts (mobo, cpu, gpu, ram) $1000 flexible budget

Hi everybody,

I wish to change some of the essentials in my computer. Some I should be able to keep but you are welcome to comment.
The purpose of the new rig is heavy gaming. I am a coder but beginner and I have a laptop for that. As stated budget is $1000 flexible.

Sound blaster Z series card and a basic large black case to hold it all. It currently houses a (broken)gtx970 so I believe it should have the space for anything else.

I need a CPU, water cooler(So I can overclock that CPU), GPU, SSD, RAM(16gb should do it right?) and motherboard.
I just started my search so I will be updating soon.

I was thinking of going for something silent for a change. I've always had a desktop with a massive fan noise permanently and this is during cooler days.
By the way, I realize I do not know much but I had a AMD Fx 8320 with 8core at 3.50GHz. Isn't a Quad core a downgrade?
 
look at coffee lake i5 cpu and mb combo. if you have a local micro center look at there combo deals. drop the hard drive. use the funds for a 256g ssd or m2 ssd. whe nyou have more money add the data drive latter. on the soundblaster cards make sure your not buying the same audio chipset on some of the z cards are the same on stock mb.

What is a data drive ? After purchasing an SSD, wouldn't the HDD become the data drive ? My budget is pretty flexible, $1000 is a base line.
