Cpu overheating for no reason,low maximum frequency

Got this overheating problem 2 days ago when i was cleaning my computer from dust. After i plugged it everything started to lag. I've checked temp and I was surprised that all my temps were 100°C. So I tough that thermal paste dried, so I have changed it and was working fine for one day. And today morning same thing happened lag and temps were 90°C. Then i tried to load a CPU with Cinebech R15. Got this results http://prntscr.com/gty4tk , even tho cpu temp was showing that load is 100% windows task managed showed it only 60%. And my maximum frequency is locked at 1599.64 MHz and its supposed to be 2400MHz. My idle temp is 60-70 °C a while there is 10°C difference between cores. When ever cpu gets a little loaded temps goes 80°C.

My specs:
CPU- C2Q Q6600 2.4GHz
GPU- Gt 730
RAM - 7Gb DDR2
Motherboard- Gigabyte EP35-DS3L

well the CPU cooler is not clamped down on the CPU causing it too overheat is my guess it has too be super tight and there is normally a leaver to clamp it down.

I want to understand your problem properly -

The machine used to work ok - then 2 days ago you cleaned up your PC to remove dust. Then, after cleaning the machine began to run hot?

Sounds to me like you have dislodged something while cleaning.

1) What cooler are you using. You do not say. Is it heatsink and fan? All in one cooler with radiator and fan?

2) Can you check that all cables for fans and so on are plugged in to the mobo firmly.

3) Can you visually check that fans are actually spinning? If you are running with an All In One cooler can you feel any vibration or such like to tell you the pump is running?

4) Like RARRAF suggests, is your cooler even anchored down firmly onto the CPU?

Yes machnie used to work to work ok till 2 days ago.

1. I am using stock cooler with heatsink.
2. All cables are plugged in.
3.All of fans are spining.
4. I bought this MB and CPU used and aperrently heatsink and cooler had messed up things that are fixing it to MB so I anchored it firmly as possible http://prntscr.com/gtz530. Temps are looking decent.

But there is still a problem with Frequency stuck at 1600Mhz.

I was guessing that the CPU is limiting itself due to the temperatures it was seeing but I may well be wrong. Is the frequency set ok in the BIOS?
At any rate it seems you yourself have doubts that the heatsink is attached firmly. Maybe a new cooler with new mountings will help you out if the BIOS is not your problem?
