Ram and cpu frequency

My question is why does my cpu and ram won't run at their full speed as I haven't done anything to my bios or what.

My cpu was i3-6100 running only 3,692 mhz at max
and my ram was hyperX Fury 2133mhz running only at 2124mhz at max

Btw I'm using H110m-K Asus Mobo.

Keep in mind that the advertised ratings are only the guaranteed maximums, meaning that if you go over that, the parts are no longer guaranteed to run. I suspect the motherboard is using the settings just below those maximums to ensure they are running under the maximums.

The difference is only about 4%. You can spend a lot of time trying to bring them up to the maximums but you probably won't notice the difference in actual use.

So you mean its just ok that it won't run at full speed? Im just wary this time because my last i3 cpu run at full speed to what it was advertise, and its just this time both cpu and ram are not.
