Low CPU and GPU usage in GTA 5 Online

I got a 1700 and a 1080Ti. While freeroaming my usages are maxing out at 30% each. Graphics are preset to high. And if the lobby is full my fps dives noticebly. Usuallu get 50-75 fps. Surely theres a problem with the usage?

I think the 1700 is bottlenecking the TI. I dont understand why your only using high preset. I think this is the issue. This is what i would do. I would put all on Ultra msaa x4 fxaa on no txaa no nvidia shadows put this on softer.
