low gpu usage!! less framerates and drops

i gave got a gtx 1070 (gigabyte mini ITX). processor is core i5 7400(no cpu bottleneck i have ensured it). at first i bought a gtx 1060 and the exact same issue was there and i could not play any games. ( hitman, gta 5, witcher 3, rise of the tombraider). all settings were stock and power management set to maximum. and no OC. also i monitored using msi afterburner. the gpu usage in hitman would be only 50 to 60 percent and sometimes would hit 40, fps is about 40 to 50 which is pretty low, vsync is off. i am using the benq xl2411 144hz monitor and 1080p. this issue is making me crazy. the motherboard is gigabyte ga h270 hd3p. and ram is corsair vengeance 2400 mhz 2x8gb(dual channel).gpu temperatures are around 59 degrees with the fanat 90%(i used the custom curve). i think maybe it is a ram prob. i changed from 1060 to 1070 thinking that the problem was with the gpu but the same issue persists. its really annoying when hitman should give you arounf 70 fps in ultra preset while it is giving 40. i got a 600 watt psu which is more than enough. after days of browsing and researching i never got the solution for this. please help!!

i figured out that it was a cpu bottleneck issue since i play in 144hz. when tested in a 60 HZ THE games work just fine but in 144hz it lags really bad. i changed my processor and got a i7 7700k and asus strix z270 f motherboard, a coolermaster lite liquid cooler and also a corsair 750 watt bronze psu,and it is working perfectly fine and all games are giving 80 fps + in ultra. thanks for the help guys.
I know your CPU is a locked chip, but what are the temps? Perhaps the cooler is not installed properly. It could be thermal throttling and it is not able to keep the GPU fed. Have you had any system crashes?

By the way, the 7400 is bottlenecking your GPU some at 1080p as at lower resolution it puts more strain on the CPU than the GPU. Where as at higher resolutions, the GPU has to work harder. So you will not be at 100% GPU usage with that CPU at 1080p resolution. But you should be higher than 50%.

the temps are around 45 to 55 degrees. i got a cooler master 103 cpu cooler installed. And no i havent got any system crashes.
And just now while running assassin's Creed syndicate if i max everything and put fxaa i got full 99%gpu usage and temps at 63 degrees and if i lowered shadows to pcss from pcss+ultra and lowered the ambient settings to HBAO+ from HBAO+ultra. i got around 95 fps and also huge stuttering. it seems like the textures are loading slowly. if i run the the game stutters while the textures of the people around me load both stuttering and loading happens at the same time. and also gpu usage is around 70%. this is just weird. this thing is totally ridiculous.

the ram sticks got no fault i suppose i ran a userbenchmark and in gaming i got a score of 93%(Nuclear Submarine) and it said that the gpu is performing at above average(i put +175 on the core and +650 on the mem). and the cpu was performing at 100 percentile!!! way above average!! wtf!!. and the ram was too performing way above average. ai 90 percentile!! (i turned on xmp, and maximum performance).
maan if synthetic benchmarks are so good then why the **** does gaming sucks. seriously the only game that runs properly is FIFA 18 and 17. hitman and AC Syndicate just goes haywire, with stuttering and low texture loads maan it sucks. And to mention something even more weird in Rise of the Tombraider, the moment i enter a cave or the underground the gpu usage jumps to above 90% and stays there and there is no fps drops no stuttering no gpu usage drops nothing. the game is buttery smooth. and i get arounfd 80 to 90 fps. the moment i go above and running on ground there the stuttering and gpu load spikes start, and the fps is around the same as before at 70 to 80 fps but it drops down to 40s and 50s at regular intervals and then again goes up. gpu and cpu temps are normal.
this is just weird. and one more thing i thing its better to game on my laptop with the 940m card. lol. i feel i have wasted my 1200 dollers it sucks.
 


Do you have another PSU you can test? If the CPU, GPU, and RAM are running right, then if it is a hardware issue, the PSU is about all that is left.

If the PSU is good, then it is a software issue. If you have used the DDU tool for the drivers, my next step would be to reset windows.
 
The textures not loading sounds like a VRAM issue. The VRAM can't keep up with the fps. Maybe your PCIe slot where the card is installed is not working properly and the data is not getting transferred fast enough. Try another PCIe x16 slot. It's worth a try.

If that doesn't work it may be the PSU is not supplying the power that the system needs and this is why you are having these anomalies.

On the surface it sounds like a driver issue. But since you were having the same issues with the 1060, that kinda rules it out. The common denominator is your PSU. When PSU malfunctions, weird stuff can happen.

I am not a fan on Cooler Master's PSUs. What I would do is go get a good EVGA, Corsair, or Seasomic PSU from a vendor with a good return policy. I would hook it up and see if that fixes your problem. If it doesn't, then take the PSU back.
