my computer got unusually slow after dying in mad max

to explain the whole situation i have to tell the story of the last few days.

before Wednesday i thought my psu was bad because i got a bad voltage on the 12 volt line. so i decided to measure it a few days ago and i got 5 volts on the all pins ok line so i decided to put it back into my gaming pc and everything booted up. and i started downloading mad max and cities skylines because i recently bought them on steam.

the next day i got a message saying that i need to update malwarebytes and so i did. then i was playing all the games i wasn't able to play while i thought my psu was bad. and it all ran at 60fps no stuttering. i shut it off when i went to sleep.

the next day i was playing team fortress 2 and i noticed some stuttering and with the stuttering came sound glitches when ever it stuttered. then i was playing mad max when i died in it dropped from the 60 fps to 11 fps in the same area. when i went to cities skylines i went from 60 fps to 25 fps in the same city. and the fps never went back up.

i tried defraging the hard drive and even uninstalling and reinstalling the video driver.

please help i cant figure out what has been happening and it is extremely annoying.

i will edit it if i remember anything else i did.

Yes, definitely allow it to do that. I will say if you have been away from it a few days it can act that way. I work in IT myself. Don't ask me why, but when I get users who've been out of the office a couple of weeks or so, they will complain that their systems are slow when they first come back. After the first hour or two, things seem to smooth out.

I didnt want to post my specs because i didnt want people commenting on "how low spec it is" i realize that it isnt even 8gb ram but i was getting 60fps in mad max at high settings even with 4 gb ram and you dont need to tell me that my graphics card needs to be upgraded even though it doesnt really
Also my temp is hovering around 70 but even with thermal throttling off it still has 25 fps
 
Can't say why it ran well before, but their requirements do say you should have at least 6gb of ram.

The rest of your system looks ok for that title.

It may not hurt though if you are running a stock cooler, it may be a good thing to grab an aftermarket cooler like the cooler master hyper 212 or an all in one water cooler.

Well recently it stoped even posting right after i ordered an afternarket cooler and put 6gb of ram in. I put a known broken stick in because i knew it partially worked on a different computer and it only gave a bsod. So i was going to put it in and disable the broken area but now it wont post i will update in a few days if it has worked because as i said the psu started working suddenly.
 
First off, take out the bad stick of ram. Then see what it does. If it starts better, the partially bad ram stick was your culprit. What PSU are you running? If it's cheap one or a no name, or is a few years old you might replace it. However, I would address the ram/motherboard situation first. Hopefully you don't have a board starting to go out.

Well when i booted up my pc today it seemed slow but i just got back from school and i tested mad max on it and it runs at 60 fps also when i booted it up it had the original 4gb of ram. And my psu is an antec 380w green psu. I will update after it finishes updating windows
