You can't run the OS from a USB.
You also probably can't transfer the license from an All in One to your new PC.
What specific OS is this, and was it preinstalled when you got the AIO?
I thought that it did make sense, "booting from a usb". I saw a vid on youtube where they downloaded this windows usb installer and then they changed the boot order in the BIOS from something to the USB drive. And I read online that you can disable a license and transfer it to another computer.
Yes, you can boot a Windows install from a USB.
This is what happens when you do a clean install on new hardware.
But transferring the license depends 100% on where it came from, and which specific OS it is.
A preinstalled OEM license almost certainly cannot be transferred to new hardware.
So, what specific OS do you have, and where did it come from?
Solution....sell the All In One as it is. Buy a new drive and new OS for your new PC.
Bonus...you'll almost certainly have money left over.
