ASRock x370 Killer BIOS refuses to update

I recently built a Ryzen system with an Asrock x370 Killer mobo and a Ryzen 7 1700x CPU. I've been trying to overclock the system to get more performance.

I started with Ryzen Master Application and was able to get to 3.8GHz stable, but I couldn't go above that and any attempted increases to the voltage to reach a higher clock speed gave me an error when I attempted to apply the overclock.

So after that I went into the BIOS to try and change the overclock from there, but any changes I made in the BIOS to CPU clock speeds, voltage, or RAM speeds wouldn't showup when I booted the system. The system also started cycling on and off for about 30 seconds before it would actually boot after I made changes in the BIOS.

I figured this was likely due to running an older BIOS (2.40 in this case), so I tried to update the BIOS to 3.00, and then 2.50 using Instant Flash, but the UEFI refuses to recognize the update on my USB drive, even when plugged directly into the motherboard. The drive even shows up in the UEFI.

You have to install 3.00 or later to install 3.50 with the Windows utility. However trying multiple BIOS versions has yielded exactly the same results.
