GTX 1070 Low Voltage

Alright Guys, I have tried multiple attempts at overclocking my Asus Dual OC 8GB GTX 1070 graphics card. I have yet to succeed in getting this card to go over 1860 Mhz.

Info:
I have set the power limit in NVIDIA Control Panel to Maximum Performance.
Windows Game DVR is Off.
I have the latest downloads for mobo and graphics card.
My system specs are
CPU: I7-7700k
MOBO: Asrock Z270 Killer SLI/AC
GPU: Asus Dual OC 8GB GTX 1070
PSU: Corsair RM750x
RAM: 16GB(2x8GB) Corsair Vengeance 3000mhz

I have tried overclocking using the Asus GPU Tweak software as well as the EVGA Precision XOC.

I have been monitoring my GPU With GPU-Z as well as the built in monitoring in both GPU Tweak and PercisionX

I am consistently hitting the power limit, which is currently set to 112%.
My GPU voltage will not go higher than .85V.. which I cannot find anything online about how to fix, is this something in the bios? It's nowhere close to the max voltage these cards are capable of. I'm seeing all over of people getting over 2000MHZ out of these cards. I have no idea what's going on here.

My Temps are fine, never go above 60C, fans only at around 60%

Any Ideas?

Bump, does nobody know? More info... I am trying to use the voltage% slider to increase the voltage once the card starts crashing at an Overclock of +150mhz. But no matter how high I slide the voltage slider, the GPU voltage doesn't go past. 85v. I think these cards are supposed to cap at ~1.093v if I'm not mistaken? I don't need to get that high, but I'd like to get closer to 1.0v
