The e5's will be better by about 10%. However you are looking at quite a big problem when using duel cpu's. Most software (even 3ds max and maya) have issues scaling amongst multiple cpu's. Also a quadro 4000 gets beaten heavily by any above mid range gaming gpu in rendering for a fraction of the cost.

Probably the Xeon. But it will depend on the software you are using. You have double the physical CPUs and 4X the memory channels (but with slower memory). If you choose to go the double Xeon route, just remember that you have to have Windows PRO for dual sockets, and you have to have a power supply with two ATX12V plugs. Buy memory in multiples of 8 for maximum performance.

so you recommend that i get a gtx card ... note that i can't get anything higher than a gtx 1050 ti because of my budget
