Mobo lights up, can't boot, no fans spin

Title describes my problem. I was cleaning my pc as in removing dust and applying new thermal paste, but upon installing everything I encountered some issues. First my pc would boot, everything would start up yet I had no visuals. This made me reseat the cpu and a friend recommended me to clear the CMOS. I carefully cleared that, but now my compuer doesn't boot at all anymore. The only signs of life are the power and clear CMOS button on my motherboard.

Any help or tips are greatly appreciated. The next thing I'm going to test is the PSU to check if that's the issue or not.
 
Solution
Start by pulling the cmos battery and ANY power sources (usb, network cables ect.) pressing the reset button alone may not give a full reset if you have other vampire power sources connected. Then start pulling re-seating your components until you can post. Ram, cpu, video are obvious, but things like a bad hard drive can cause a black screen also..
