CPU Over voltage on first power-up

This is a new build. Using i5-7600K, ASUS ROG Z270F, Zotec GeForce GTX 1080, G Skil DDR4 3000 16 GB, WD 500 GB M.2.2280 SSD. Testing outside of case with CPU, CPU Cooler, M.2-280 SSD, Video Card. Power connections to motherboard, CPU and video card only. Upon first power up receive CPU over voltage hit F1. Went into BIOS and found that CPU voltage was 2.2 V. 2X what it should. Rechecked all connections and powered up again. Same result, except I noticed that the memory was receiving over voltage. Did a little research and decided to reset CMOS by both shorting pins 1,2 and removing and reinstalling the CMOS battery. Powering up I received a blank screen, no F1 error, nothing. I also noticed at this time the DRAM LED was on (yellow). Could this be a defective motherboard? Any suggestions would help. Thanks.

I would say issue with the mobo because of voltages. Faulty memory or not, that's very high, assuming it's reporting correctly.
You could try booting with only one memory stick, trying it in different slots, seeing if it makes a difference. But I would be afraid to considering the voltages.
