PC Constantly Freezing

So I've looked around and followed other threads from this and other forums and still have an issue, starting to run out of ideas so now looking for help.

My computer freezes, and there is no apparent pattern to it. It's like someone hits pause on the machine. Sound stops, video stops, mouse input stops as does keyboard input. No buzzing, no funny lines on the screen, just a frozen moment. It's happened overnight so it's not a case of hanging for a few minutes. It happens when playing games, or watching YouTube or just leaving it running. My drivers are up to date. My windows are up to date. The only programs installed on the computer right now (beyond the defaults) are Discord and Chrome.

Here are the steps I have tried so far:
RAM Test
ChkDsk
Disable Game Mode
Change PCI settings in power saver plan
Check HDD for bad sectors
Replaced HDD with a new one
Fresh install of windows 10
I've monitored the temp of both CPU and GPU at the moment of a crash and these are at perfectly normal levels. There are no clues in the event viewer and I just don't know what else to try.

PC Info:
OS: Windows 10 Home 64 Bit
CPU: AMD FX-9590
RAM 16GB Dual Channel DDR3 (usually 32 but removed a pair just to try)
GPU: 2x 4096MB ATI AMD Radeon R9 200 Series (MSI)
HDD: 2TB Seagate ST2000LM003 HN-M201RAD (SATA)

Monitor is connected via HDMI (I don't know if that will have any relevance)

Sorry it took a while to reply. I don't have the means yet to borrow a PSU, so while I look into that, is there anything software related I can look into or is this most likely a hardware issue? Thank you again =)
